Billing Information - Let's start by entering your payment information. Make sure that the credit card you use is Visa, MasterCard, Discover, American Express or debit card with an official Visa or MasterCard logo, as it will only be accepted on the PlayStation Store.
Troubleshoot - Your credit or debit card must also be compatible with the address verification system. This system is, as the name suggests, a way to verify the address of the person using the credit card. Basically, the billing address you provide must match the address of your credit card company linked to your card. Cards that are not compatible with AVS may not be accepted on the PlayStation Store. Therefore, you should call the issuer of your card to verify if this is your case.
Start in safe mode and restart - Seriously, try to power your console. You can restart it using the energy options, but sometimes you need a more intense energy cycle. Make sure your PS4 is off, then press and hold the power button for a few seconds. Once this is done, your console will be in safe mode and simply press the first one: Restart PS4.
